It doesn't actually. It just appears that way because most of us have more on our heads to start with.

Reply:ill one up you, how come hair can grow so fast but then stop growing at a certain point. Like a beard will grow forever but chest hair stops?
Reply:Because after shaving, the hair naturally tends to grow faster because it's "un-natural" to completely shave parts of your body I guess...

Reply:Basically there are stem cells at the junction of a hair follice and muscle fiber that cause ongoing hair production. These cells are different in different areas of the body. The eyebrows, eyelashes, arms, legs and pubic region have faster cycles... a growing stage of a few months vs. the scalp which has a growing stage of a few years. This explains the varying lengths of the hairs as well. I don't know the evolutionary reason for this.
