Will developer from the hair dye boxes at cvs or walgreens lighten hair if you dont mix it with the color"gel"

If i bought loreal preference hair dye in a shade lighter than my own natural hair then can i use the


developer alone to lighten my hair (i know it wont lighten it a lot but will it lighten it at all?)
